ECEAP

The Early Childhood Education and Assistance Program is a whole-child, family-focused pre-school program designed to help low-income and at-risk children and their families succeed in school and life. Because of the many factors that affect a child’s learning ability and development, ECEAP has four interactive components. They are: learning in a pre-school setting, health screening, and assistance with follow-up medical and dental care, healthy snacks and meals, and family support including help accessing resources and social service.

happen every day by fostering the intellectual, creative, social, emotional, and physical growth and development of ALL our students and to inspire a lifelong commitment to learning.

What Does ECEAP Stand For?

ECEAP Stands for Early Childhood Education and Assistance Program. ECEAP is designed as a combined child/family/school program whose primary goal is to prepare preschool children for kindergarten. Chelan and Manson School District have a partnership to facilitate ECEAP through a state-funded renewable grant. Chelan serves 26 ECEAP students that attend morning and afternoon classes 4 days a week. (Tuesday through Friday) The program provides meals, medical and dental services, parenting classes, as well as a preschool program for 3 and 4 year old’s.

What Does the Program Provide?

The Preschool program provides reading readiness, language development, social skills, art, math, science, fine and gross motor skills, musical activities as well as activities that are culturally relevant.

Family support meetings are held quarterly for ECEAP qualifying students, that provide valuable information and assist in parenting skills and educational projects for the student.

ECEAP serves families who qualify primarily based on income needs as well children who have other risk factors that set them as a higher priority than that of a typically developing child. These risk factor’s may include speech, gross and fine motor, social/emotional or cognitive delays.

It is our goal that once students have attended ECEAP preschool that they have acquired many of the necessary skills that are needed upon entering kindergarten

CAN YOUR PRESCHOOL CHILD DO THESE THINGS?

All children develop at different rates. However, a young child may need some extra support if he or she is having trouble developing certain skills.

At 3 years of age, can your child:

  • Talk in 3 word sentences?
  • Be understood by family and familiar people?
  • Answer simple questions?
  • Engage in a two-step sequence of pretend play
  • Run without falling?
  • Copy a circle while drawing?
  • Play with peers without being asked to leave?

At 4 years of age, can your child:

  • Talk in 4 word sentences?
  • Be understood by most people?
  • Talk about things that have already happened?
  • Engage in a three or four step sequence of pretend play?
  • Ride a trike or big wheel?
  • Use the toilet appropriately?
  • Change from one activity to another without frequent emotional struggles?

At 5 years of age, can your child:

  • Use complete sentences with 5 or more words?
  • Pronounce most words correctly (except those with S, R, and TH)?
  • Talk about things that will occur in the future?
  • Engage in fairly elaborate pretend play?
  • Copy a square?
  • Share and take turns?

PRESCHOOLERS TRANSFERRING FROM ANOTHER SCHOOL DISTRICT

If your child has already been made eligible for school district services in another district, please contact Charise Carpenter at 509-682-7744

Please leave her the following information:

  • Your child’s name and birth date
  • Your names, address, home phone number, and work phone number(s)
  • The name, address, and phone number of your previous school district
  • Days and times it is easiest to reach you by phone
  • Someone from the district will then get in touch with you.

AGE

Children are accepted into ECEAP based on their age, family income or other reasons they would benefit from education, family support and health services.

ECEAP prioritizes children who are 4 years old by August 31 and accepts children who are 3 years old by August 31 when space is available.

INCOME

ECEAP accepts families at or below 110 percent of federal poverty level. ECEAP prioritized children who are homeless, in foster care or involved in the child welfare system, or whose families receive a Temporary Assistance for Needy Families (TANF) cash grant, or children who qualify who qualify for or are currently receiving special education services through their school district.

Up to 10 percent of enrolled children can be from families who are above the income limits. Children will be accepted into the programs because of (1) developmental factors, such as potential developmental delay, or other special needs; (2) environmental risk factors.

DOCUMENTATION THAT IS NEEDED WHEN ENROLLING YOUR CHILD

  • Birth Certificate
  • Verification of income (TANF, tax records, child support, financial aid, SSI, unemployment and any other income)
  • Proof of medical insurance
  • Childs Immunization card
  • Copy of most current Well Child Exam
  • Copy of most current Dental Exam
  • Lead Screen results.

IMMUNIZATION REQUIREMENTS

The Department of Early Learning (DEL) regulations (also known as rules, Washington Administrative Code, or WAC) that set the standards for the Early Childhood Education and Assistance Program (ECEAP) are located in WAC Chapter 170-100.
