PUBLIC HEARING FOR ANNUAL BUDGET & REGULAR BOARD MEETING
MINUTES
DATE: July 22, 2024
TIME: 6:00 PM
LOCATION: Hybrid Meeting (in-person at District Learning Center and online)
PRESENT: Brad Wilson, Kim Thorpe, Stephanie Fuller, Barb Polley, Christy Nielsen, Jon Higgins, Fabi Lara, Mike Maltais, Julie Spanjer, Brad Chitty, and Georgia Mashayekh. Erik Nelson was absent.
OPEN PUBLIC HEARING
- Call to order
Kim called the public hearing to order at 6:00pm.
- 2024-25 F195 Summary
Fabi Lara shared a presentation with information and charts on the 2024-25 budget including state revenues and expenditures for materials, supplies, operations costs, ASB, Capital Projects, salaries, and benefits.
She answered questions from the Board.

The attached document is the full budget report that is submitted to OSPI (Office of the Superintendent of Public Instruction).

Christy moved and Barb seconded a motion to approve the consent agenda as presented; motion carried.
UPDATES
- WSSDA Updates – Stephanie Fuller
Stephanie says that the General Assembly draft was sent out to board members via email.
Brad and Stephanie will go through the draft to look for errors and get set up with a spreadsheet for voting when the final draft comes out.
SUPERINTENDENT REPORT
- Celebrations
Kudos to the coaches and student athletes who spend a tremendous about of time on summer practices and camps to keep in shape and improve in their sports. Good luck to the FFA students who are preparing for upcoming fairs. It is a busy summer for students as they also hold down summer jobs.
- Year End Report
Brad shared a presentation talking about increasing community and family engagement, enhancing early learning opportunities, and developing staff and operational effectiveness.
Child Find happens year-round with monthly appointments. Families can contact the school district Student Services to set up an appointment for students aged 3-5.
There was a question about what the Board or community can do to learn more about school funding and share thoughts with the elected officials. www.Waschoolfunding.org Rising operating costs have a big impact on overall school district budgets.
FINANCIAL REPORTS

Fabi shared a presentation going over the financial reports for June.
BOARD POLICIES / ACTION ITEMS
- Adoption of 2024-25 Budget – Resolution 2024-07
Stephanie moved and Christy seconded a motion to approve the 2024-25 Budget as presented; motion carried.
- Approval of 2024-25 Certified Staff
Kim moved and Stephanie seconded a motion to approve the 2024-25 Certified Staff as presented; motion carried.
- Approval of 2024-25 Classified Staff
Barb moved and Stephanie seconded a motion to approve the 2024-25 Classified Staff as presented; motion carried.
- Approval of 2024-25 Administrative Staff
Stephanie moved and Christy seconded a motion to approve the 2024-25 Administrative Staff as presented; motion carried.
- Approval of 2024-25 Extra-Curricular Staff
Stephanie moved and Kim seconded a motion to approve the 2024-25 Extra-Curricular Staff as presented; motion carried.
- BP 2320 & Procedure – Field Trips, Excursions, and Outdoor Education
Brad explained the updates to the procedure with clarifying verbiage. The Board discussed the updates.
Stephanie moved and Barb seconded a motion to approve BP 2320 & Procedure with updates; motion carried.
EXECUTIVE SESSION
- To discuss the qualifications of an applicant for public employment and/or review the performance of a public employee with no action to be taken. RCW42.30.110
Kim moved the Board to executive session at 7:10 pm for approximately 15 minutes to discuss the qualifications of an applicant for public employment and/or review the performance of a public employee with no action to be taken.
ADJOURNMENT
Kim Thorpe reconvened the board to regular session and adjourned the meeting at 7:25 pm.
