LAKE CHELAN SCHOOL DISTRICT ANNUAL NOTIFICATIONS 2022-2023

CHILD ABUSE PREVENTION – BP3421
The District works with state agencies (including OSPI) to establish a coordinated primary prevention program for child abuse and neglect. Parents may refuse to have their children participate in the program. Contact your child’s school for more information. All employees of the Lake Chelan School District are mandatory reporters of suspected child abuse.

CHILD IDENTIFICATION PROCEDURES – BP2161
The District conducts Childfind activities for the purpose of locating, evaluating, and identifying students with a suspected disability who are residing within district boundaries. Childfind activities apply to children who are not currently receiving special education and related services. Parents with concerns about their child’s health, hearing, intellectual functioning, language, learning, movement, serious behavioral needs, speech, or vision can call their child’s school or Special Programs Office at 509-682-7744.

COLLEGE CREDIT PROGRAM INFORMATION
Chelan High School has information available concerning the entrance requirements and the availability of programs at the high school that lead to college credit. These include classes such as Advanced Placement, college in the high school, CTE, skill centers, and Running Start. For more information on programs and offerings available to CHS students, contact the high school counseling department at 509-682-4061.

CONFIDENTIALITY- FERPA – BP4020
Parents have rights to confidentiality under the Family Education Rights and Privacy Act (FERPA). The parent or eligible student has a right to: inspect and review their student’s education records; amend their student’s education records; consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent; and file a complaint with the US Department of Education.
Parents wishing to review their children’s records should contact their child’s school.

DRUG-FREE SCHOOLS – BP5201
The District supports and enforces drug-free schools.  Use and/or possession of alcohol and illicit drugs is unlawful, wrong, and harmful. A student shall not knowingly possess, use, be under the influence of, or show evidence of having used any alcohol or any controlled legal, illegal, addictive, or harmful substances (including anabolic steroids) while on school grounds or at a school activity, function, or event.
Violation of this policy shall result in the following:
– The parent(s) will be notified to discuss appropriate treatment.
– The school administration may request the assistance of a law enforcement official investigating the source of the substance.
– Appropriate school disciplinary action will be taken.

To ensure the safety, health and well-being of all students, the district is committed to a program that emphasizes drug and alcohol abuse prevention, intervention, aftercare support and necessary corrective actions. While the primary obligation to seek assistance rests with the student and his/her parent(s), school staff shall work with the home and community to develop and implement a comprehensive prevention and intervention program. The district shall seek the support and cooperation of public and private agencies as necessary.

LEGISLATION REGARDING MILITARY RECRUITERS
Section 952B of the No Child Left Behind Act, also known as Armed Forces Recruiter Access to Students and Student Recruiting Information, requires schools to provide student contact information to military recruiters and institutes of higher education unless a parent has opted out of providing such information.

MCKINNEY VENTO ACT – BP3115

MEAL PRICING / CHILD NUTRITION PROGRAMS – BP6700
The District provides parents and the public with information about free and reduced price meals. Annual letters and applications are available on the district website at www.chelanschools.org 

NATIONAL ASSESSMENT OF EDUCATIONAL PROGRESS(NAEP)
NAEP is the largest nationally representative and continuing assessment of what America’s students know and can do in various subject areas. The Federal Every Student Succeeds Act (ESSA) requires the NAEP assessment be given in reading and mathematics at grades 4 and 8 every two years. States and school districts that receive Title I federal funding to help students in high poverty areas must participate in these assessments, and their pilot assessments. EVERY STUDENT SUCCEEDS ACT (ESSA)
In accordance with the ESSA, the District provides notices to parents and the public about the status of English language learners. These include annual reports and progress reviews; school improvements; teacher qualifications; student achievement information; and a variety of information. Pursuant to Title I regulations, Lake Chelan School District hereby notifies parents of eligible students of the availability of public school choice at least 14 days before the start of the school year, (34 C.F.R.§ 200.37(b)(4)(iv). The regulations also require local school districts to notify parents of eligible student of the availability of supplemental education.

NONDISCRIMINATION/TITLE IX – BP3210 & 5010
The Lake Chelan School District does not discriminate on the basis of sex, race, color, national origin, disability, or age in its program or activities and provides equal access to the Boy Scouts and other designated youth groups. The Lake Chelan School District offers classes in many career and technical education program areas (Business, Health, Nutrition/Foods, Agriculture, Construction & Trades) under its open admissions policy. PESTICIDES – BP6895
Washington State law requires all school districts to adopt a pesticide policy and related procedures for implementing the policy. It is the District’s intent to take steps to promote a safe and healthy environment for children, staff, parents and others who visit the schools. Information regarding the use of pesticides in the district is available at the district’s maintenance office.

RELEASING INFORMATION (FERPA, HIPAA, PPA) – BP4020
Lake Chelan School District is permitted by state and federal law to disclose student information without consent in the following cases:
– If a school official needs to review an education record to fulfill his or her professional responsibility;
– If information is requested by another school district in which a student seeks or intends to enroll; and
– If the information requested is directory information including the student’s name, photograph (for use in public information), date and place of birth, address, phone number, grade, dates of attendance, most recent previous school attended, diplomas and awards received, and participation in recognized activities and sports.

Though schools may release directory information without obtaining the prior consent of parents, school officials use their discretion as to whether they release such information to third parties. Under the Family Education Rights and Privacy Act (FERPA), the Health Insurance Portability and Accountability Act (HIPAA), and the Pupil Rights Amendment (PPA), parents have the right to request nondisclosures of any or all of the above information. Please contact your child’s school for more information. 

PROHIBITION OF HARASSMENT, INTIMIDATION & BULLYING – BP3207 & 6590
The district recognizes its responsibility to provide a working environment for employees and a learning environment for students that is free from all types of discrimination, including sexual harassment, intimidation and bullying. Sexual harassment is illegal, and procedures have been developed that provide for receiving and investigating a complaint from any staff member or student. PROFESSIONAL QUALIFICATIONS OF TEACHERS AND PARAEDUCATORS 
Parents of children attending Title I, Part A schools have the right to request and receive information about the qualifications of the teacher and paraprofessionals who provide instruction to students.

For teachers, at a minimum, the information given to you must explain three essential components of an educator’s qualifications.

*Has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction.

*Is teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived.

*Is teaching in the field of discipline of the certification of the teacher.

In schools that operate a Schoolwide program, all paraeducators must meet professional qualifications.

Paraeducators much have a high school diploma or GED and must have:

*Completed at least 2 years of study at an institution of higher education or obtained an Associate’s or higher degree; or

*Passed the ETS ParaPro Assessment

*Previously completed apprenticeship requirements and holds a journey card or certificate.

TITLE I PARENT INVOLVEMENT POLICY – BP4130

Federal law requires parents to be notified annually of the district Parent Involvement policy. This policy is reviewed and revised through feedback from district parents each year.  The district Parent Involvement policy is easily accessible at www.chelanschools.org, under the “For Parents” tab.  For further questions on this policy, please contact the Title I Director at 509-682-3515.

TITLE I CITIZEN COMPLAINT PROCEDURES – BP4220

A citizen complaint is a written statement that alleges a violation of a federal rule, law or regulation or state regulation that applies to a federal program.  Anyone can file a complaint.  For procedures to file a complaint, visit www.chelanschools.org under “For Parents” tab. Guidance is also available at the district office.
